Program Manager

JOB PURPOSE:
 
To organize and coordinate programs to achieve objectives and milestones. . This position requires strategic guidance to teams and project managers in ways that promote the company’s culture. 
 
DUTIES AND RESPONSIBILITIES:
 
Work with PIs to implement project science goals within the constraints of the contractual statement of work.
Balance resources and priorities across multiple projects to best meet customer needs and company cash flow.
Ensure project teams do not lose sight of task technical objectives, or milestone deliverables tied to payments.
Assist PIs with proposal preparation, project review presentations, reporting requirements, and publications.
Present project achievements in technical meetings, both closed customer meetings and public conferences.
Provide independent technical assessment to challenge approach of team members including the PIs.
Assist PIs with external partner coordination (e.g., key vendors, subcontractors, proposing team members, etc.).
Provide strategic insights to company management. 
Challenge company strategies that appear unsupported by technical, economic, regulatory, or market trends, 
Work with PIs and company HR manager to anticipate and plan to meet future staffing needs.
Develop technical and leadership skills within existing project team members.
Work with company financial team to develop project fiscal management and accountability reporting
Implement best practices for change, risk, and resource management.
Assume responsibility for the program’s people and vendors.
Assess program performance and aim to maximize ROI.
 
WORKING CONDITIONS:
 
Work in office, R&D laboratories, and manufacturing environments.
 
QUALIFICATIONS MINIMUM EXPERIENCE REQUIREMENTS:
 
Proven experience as a Program Manager or other managerial position.
Experience with managing government R&D projects including hardware deliverables.
Experience with product development from mid-stage R&D through, prototype, and manufacturing
Thorough understanding of project/program management techniques and methods.
Excellent Knowledge of performance evaluation.
Excellent knowledge of MS Office; working knowledge of program/project management software (Basecamp, MS Project etc.) is a strong advantage.
Outstanding leadership and organizational skills.
Excellent communication skills.
Excellent problem-solving ability.
 
PREFERRED EXPERIENCE REQUIREMENTS:
 
Technical writing skills supported by publications.
Ten years or more engineering  experience and 5 years or more management experience.
 
MINIMUM EDUCATION REQUIREMENTS:
 
BS or MS in engineering / science field with demonstrated management experience.
 
PREFERRED EDUCATION REQUIREMENTS:
 
Master’s degree in a relevant Engineering discipline.
 
PHYSICAL REQUIREMENTS:
 
Must be able to frequently be lifting to 25 lbs.  This position will be frequently exposed to heat, cold, noise, and heights.
